Nope, Terraria doesn't have a creative mode. However, you can use mods like TModLoader to get similar experiences. Mods can add all sorts of features, including unlimited building materials, so you can build to your heart's content without worrying about resources.

Honestly, just use Journey Mode. It's practically creative mode with some extra steps but totally worth it.
