After you collect all 120 stars with Mario, replay the game as Luigi and collect all 120 stars again. Then, you'll unlock the Grand Finale Galaxy for that sweet 121st star.
Collecting all 120 stars with Mario and Luigi opened up the Grand Finale Galaxy for me. Got my 121st star there!
