To find the Alien Rifle in Subnautica, head to the Quarantine Enforcement Platform. Inside, you'll find the rifle in a display case. Sadly, you can't take it, but you can scan it for the blueprint!

Head to the Quarantine Enforcement Platform and look for a room with a display case. You'll see the Alien Rifle there, ready to be scanned.

Just a heads-up, you can't actually obtain or use the Alien Rifle as a weapon. It's just for eye candy and lore鈥攕can it, move on.
