To unlock the Ballistic Weave, you need to work with the Railroad faction. Keep doing missions for P.A.M. (Predictive Analytic Machine) until she gives you the Jackpot quests. Completing these will eventually lead Tinker Tom to teach you the ballistic weave mod, which allows you to significantly upgrade the defense of certain clothing items. Don't forget, you need to complete the quest called "Boston After Dark" and a few DIA cache missions first!

Just join the Railroad, do a couple of missions, and boom, you're sewing Kevlar into your jeans like a post-apocalyptic Versace. Seriously, it's all about those Railroad quests. Follow their storyline for a bit, and soon you’ll be turning your favorite fedora into a bulletproof masterpiece.
