You gotta be at level 17 and finish the 'Peaceful Patio' quest first. Then the basement quest shows up. Easy peasy!

To unlock the basement quest in The Sims FreePlay, you need to reach level 17 and complete the 'DIY Homes: Peaceful Patio' quest first. Once you finish that, the 'DIY Homes: Basement of Kings' quest will appear. Happy digging!
