To unlock the basement quest in The Sims FreePlay, you need to reach level 17 and complete the 'DIY Homes: Peaceful Patio' quest first. Once you finish that, the 'DIY Homes: Basement of Kings' quest will appear. Happy digging!
First-hand experience here: I reached level 17, completed the 'DIY Homes: Peaceful Patio' quest, and that's when the basement quest unlocked for me. Took a while, but worth it for extra space!
