You gotta make your way to the secret Tower of the Wing Cap stage. Look toward the sun beam in the castle's main hall, and then fly around and stomp that big, blue switch! Easy peasy.

To unlock the blue blocks in Super Mario 64, you need to activate the Blue ! Switch. First, head to the Castle Courtyard and jump into the sun pattern on the floor to enter the Tower of the Wing Cap level. Once there, hit the giant blue switch in the center of the stage. Boom! Blue blocks unlocked!

From what I remember, you need to unlock the Blue ! Switch in the Tower of the Wing Cap. Just get to the secret level by standing in the sunbeam in the castle's main hall and activate the switch!
