You can't hatch a Blue Dog anymore since the Blue Egg is retired. Your best bet is to find someone willing to trade theirs.

I got my Blue Dog through a trade a while back. It took some negotiating, but totally worth it! Keep an eye on trading groups, you might get lucky.

The Blue Dog was available from the Blue Egg, which was part of the Pets Update! But since the Blue Egg is out of the game now, you'll have to trade with another player who already has a Blue Dog. Good luck!
