You can get the Blue Fireball spell from the Winter Outpost dungeon on Nightmare difficulty. Just keep grinding those dungeons!

I got mine by spamming the Winter Outpost dungeon on Hardcore Nightmare mode. It's a rare drop, so good luck!

Simple answer: Farm Winter Outpost Nightmare. You'll get it eventually.
