How to get the Blue Solution in Terraria
Getting the Blue Solution in Terraria is pretty straightforward but super specific. You've gotta find the Steampunker NPC, which only appears after you've defeated a mechanical boss. She's the one who sells it, but here's the catch: she sells the Blue Solution only when she's in the Hallow biome. So, if she's set up shop somewhere else, you're outta luck. Make sure she's living it up in a Hallow biome, then buy as much as you need to spread some purity in your world!

The other answers aren't wrong, but remember, the Blue Solution is for spreading the Hallow, not for fighting it. Seen way too many folks get that mixed up and wonder why their world looks like a unicorn parade.
Just beat a mech boss and move the Steampunker to the Hallow. Easy.
