To get the Burnt Pan in Undertale's Genocide route, head to Hotland. Look for it on a ledge to the right of the first steam vent puzzle. Just ride the vents to reach it!

In Hotland, after the laser puzzles, there's a room with a frying pan on a ledge. That's your Burnt Pan!
