Getting a Cargobob in GTA 5 is like finding a needle in a haystack, except the needle is huge and flies. First off, you can straight up buy it from Warstock Cache & Carry for a cool $1,790,000. If your pockets aren't that deep, head over to the military base or the helipads near the docks. It spawns more regularly at the military base, but be ready to get a wanted level the moment you breathe that military air. Remember, the key is persistence and maybe a bit of sneakiness.

Bought mine from Warstock. Easy peasy. Worth every penny when you're lifting other players' cars and dropping them into the ocean. Just saying.
