My tip: Search the Grassy Plateaus and the Aurora wreckage for Laser Cutter fragments. Once you've scanned enough, you can craft it using the fabricator.

Use a scanner to find the Laser Cutter fragments in wrecks. After you scan enough fragments, you can build it using the materials: 2 diamonds, battery, cave sulfur, and titanium.
