To get the Engineer, or more accurately, the Mechanic, in Terraria, you gotta dive into the Dungeon. She's locked up somewhere in there, so keep your eyes peeled. You'll find her tied up, waiting to be rescued. Once you untie her, she'll move into any available house you've got in your world, assuming it meets the NPC housing requirements. Just make sure you've defeated Skeletron first, or you won't be able to enter the Dungeon without getting swarmed by Dungeon Guardians.

Actually, she's called the Mechanic, not Engineer. But yeah, just find her in the Dungeon after beating Skeletron. Simple as that.

Quick tip, for folks lookin' to find the Mechanic in Terraria: light the place up and keep your weapons ready. Those Dungeon mobs aren't exactly welcoming.
