Honestly, just trade for it if you can. Grinding Angler quests is a snooze fest.

Been there, done that. It took me dozens of quests, but finally got all three pieces from the Angler. Keep at it, and don't give up!

Just keep fishing and doing those Angler quests. Eventually, he'll drop all the parts you need for the Fish Finder. RNG can be a pain, so patience is key!
