To snag a Frozen Turtle Shell in Terraria, you gotta start by visiting the Ice Biome. Once you're there, keep an eye out for Ice Tortoises. These critters aren't exactly tossing Frozen Turtle Shells at everyone, since they only drop them at a 1% chance (or 2% in Expert mode).
