Honestly, just be patient. The Goblin Army is a mood, and you don't summon them; they decide when they grace you with their presence. Smash a Shadow Orb or Crimson Heart and then just keep on with your game. They'll come when you least expect it.
In my experience, the Goblin Army tends to show up right when I'm least prepared – so maybe just try being really unprepared? Kidding! But did break a Shadow Orb and had over 200 health. Worked for me after a few in-game days.
