First off, the IS-7 is a rare event vehicle, so you can't just buy it or research it like regular tanks. You had to participate in the 2019 'Operation S.U.M.M.E.R.' event or find it in the Gaijin Marketplace.
The IS-7 is not available anymore through regular in-game means. If you're lucky, you might find one on the Gaijin Marketplace, but be prepared to pay a hefty price!
I actually got mine during the 2019 event 'Operation S.U.M.M.E.R.' It was a grind but totally worth it. Keep an eye out for similar events, they might bring it back!
