To get the Toy Knife in Undertale, just head to the room with the golden leaves, right before you meet Toriel in the ruins. It's on a ledge, just go up and grab it!

Walk up to the room filled with golden leaves before Toriel's house. You'll find the Toy Knife on a ledge there. Easy peasy!
