You need to complete the quest 'Die, Robot' given by Ludwig Miller. Simply follow the quest marker to the Geothermal Plant, and fight off any enemies you encounter to grab the module.
Just head to the Geothermal Power Plant and look around — it's in the upper levels, but you'll have to deal with some enemies first!
