To get the Merciless in The Division 2, you gotta farm Hyena bosses and faction chests in D.C. My buddy got his after 10 runs, so keep at it!
Think of it as a lottery ticket鈥攌eep farming Hyena faction activities and you'll eventually luck out. RNG is brutal but fair鈥ort of.
