To get the Metal Cap in Super Mario 64, head to Hazy Maze Cave and find the Cavern of the Metal Cap area. Press the green switch there to make Metal Caps appear in various levels!

First, access Hazy Maze Cave in the basement. Then swim through the toxic maze to find Dorrie's underground lake. Ride Dorrie to the door leading to the Cavern of the Metal Cap. Presto!
