To get the Nemesis in The Division 2, you need to gather parts from specific bosses in Strongholds on Invaded missions. It's a multi-step process, but worth it for that sweet sniper rifle!
Just farm the Invaded Strongholds. Get the parts, assemble 'em, and bam! Nemesis in your inventory.
FYI, I got mine by collecting parts from the weekly Invaded missions. It took some time but totally worth the grind!
