The Overseer's Guardian is actually pretty easy to nab if you've got the caps. Head over to Vault 81, which is a bit west of Diamond City. You're gonna need to trade with Alexis Combes in the depot inside the vault. It'll cost you about 3000 caps, but if you've been saving or got some haggling skills (Charisma helps), you can get it for less. It's totally worth it for that sweet double-shot action.

Pro tip: Before you head to Vault 81 to grab the Overseer's Guardian, make sure to pile on any Charisma-boosting gear or take some Grape Mentats. Lowering that price makes all the difference, especially early on when caps are precious. I did this, and it felt like I cheated the system. Best decision ever.
