To get the Shrine Sensor in Tears of the Kingdom, you need to progress through the early part of the game until you reach the Ancient Tech Lab. There, you'll meet a character who will upgrade your Sheikah Slate with the Shrine Sensor. This sensor will then help you locate shrines by alerting you when you're near one. Just follow the main storyline, and you can't miss it!
