Getting a submarine in GTA 5 is quite the adventure! ? First, you gotta play through the story until you reach the 'The Merryweather Heist' mission. During this mission, you'll have access to a submarine for a specific task. But if you're looking to just cruise around in one, you can purchase the Sonar Collections Dock property in Paleto Cove. Once you buy it, you'll get access to a submarine called the Submersible for all your underwater exploration needs. Happy diving!

Lol, y'all know you can just steal one right? No need to buy anything. Just head to the northeastern part of the map, find the docks, and you might get lucky with a spawned submarine. Not the legal way, but hey, it's GTA.
