Theres no right way to get a tank in GTA 5, but stealing it from the military base is the most fun IMHO. Just be ready to run from a LOT of cops.

Stealing a tank from Fort Zancudo is one way to get it, but have you tried calling Pegasus? Once you buy the tank, you can call them to deliver it almost anywhere.
