Just toss Purification Powder on a Tortured Soul in the Underworld. Boom, you've got a Tax Collector.

To get the Tax Collector in Terraria, you gotta head to the Underworld and find a Tortured Soul. These poor guys wander around looking pretty miserable. Once you find one, simply throw a Purification Powder on it. You can buy the powder from the Dryad. After that, the Tortured Soul transforms into the Tax Collector, and voila, he's ready to move into your NPC housing. Remember, you need an available house for him!

IMHO, getting the Tax Collector is a bit of a hassle. All that running around in the Underworld... But hey, extra gold never hurts.
