To snag the Tinkerer's Workshop in Terraria, you gotta free the Goblin Tinkerer NPC first. This dude gets randomly tied up underground post defeating a Goblin Army. Wander around the cavern layers to find him, chat him up to recruit him. Afterwards, he'll sell it to you for 10 gold coins in his shop. Make sure you've got a room available for him in your base, though, or he won't stick around to sell you anything.
