Short answer: Atomic Shop. It's all about timing and having enough Atoms saved up. Check the shop regularly cuz the items change!

Got mine during a special event bundle in the Atomic Shop. Best advice? Stack those Atoms and watch the shop like a hawk. Sometimes Bethesda throws in these cool items with updates or events.
