Farm those bosses! War Fans drop from them sometimes, so keep at it, and you'll have them before you know it.
To get the War Fans in Project Slayers, defeat the bosses and complete quests. They occasionally drop the War Fans as loot. Good luck slaying!
I've got the War Fans by just doing every quest I could find and battling a ton of bosses. It was tough, but totally worth it!
