Unfortunately, the Snipetron Vandal and its parts (including the receiver) are no longer available in the game. You'll have to wait for a special event or re-release by Digital Extremes.
I managed to get mine during an old Operations event called 'Tethra's Doom.' Sadly, it hasn't been back since then. Keep an eye on future events!
I wish I had better news, but the Snipetron Vandal receiver is no longer obtainable in Warframe. Keep an eye on future updates and events just in case they bring it back!
