To get tier 4 troops in Rise of Kingdoms, you need to upgrade your Academy to level 21 and research the corresponding technology for the specific troop type! Worked for me!

You'll need to get your City Hall to level 21 first, then focus on upgrading your Academy to level 21. Once that's done, you can start researching the tier 4 units.
