To get the Tinkerer in Terraria, you gotta first defeat the Goblin Army that invades your world. This event can happen randomly once you have at least 200 health. After you show those goblins who's boss, the Goblin Tinkerer will randomly spawn tied up in the underground layer of your world. Just roam around the caves and look for him. Once you find him, talking to him will free him and he'll move into any available house you got. He's super handy for combining accessories and reforging your gear!
I'm gonna be honest, I found the Goblin Tinkerer by accident while mining. But yeah, defeating the Goblin Army is a must. Then, just explore the underground. He's out there, and super crucial for game progression.
I think the other answers are missing the point. Yeah, you gotta save him from the underground after the Goblin Army invasion, but the real trick is making sure you have a suitable house for him to move into. No house, no Tinkerer. Keep that in mind!
