Just buy a submarine lol. Seriously, to start the Cayo Perico Heist and get to the island, you need the Kosatka submarine. It's your base of operations for planning the heist. You can purchase it from Warstock Cache & Carry on your in-game phone. Once you have your submarine, use it to access the heist on Cayo Perico.
