To reach Coney Island in The Division 2, you need to have the Coney Island: The Hunt DLC installed. After that, head to the heliport in the Base of Operations and select the Coney Island mission.

It's simple! Get the Warlords of New York expansion, head to your map, and select Coney Island. It'll unlock the mission for you. Easy peasy!
Once you have the Coney Island: The Hunt DLC, go to the mission tab in the main menu, locate the Coney Island mission, and fast travel to the area.
First-hand experience here – you need the Warlords of New York expansion. Once you've got it, head to the heliport at the White House. You'll see the option to travel to Coney Island there. Enjoy the beach!
