Just beat level 1-4. Crazy Dave pops up and bam, you can access his shop.

Honestly, just play through the game. Crazy Dave will show up eventually, and his shop is not that big of a deal. You'll spend your in-game money there for sure, but the real fun in PvZ is in the strategizing, not the shopping.
