First, break out of prison using sewers or pickpocketing a guard for a keycard. Then steal a car and head towards the city. It's located near the city, northwest of the bank!

Just break out of jail, grab a vehicle, and drive towards the city. Look for the big mountain with entrances. There are only two bases, so you can't miss it!
Honestly, just follow other players running away from the prison. They'll probably lead you straight to one of the bases.
From personal experience, escaping through the sewers is super efficient. Once you're out, just drive past the gas station and look for a rocky hill with an entrance. Easy peasy!
