You guys are making it sound way more complicated than it is. Literally just follow the main storyline quests, and they'll lead you right to her. No need to make a big deal about it.
Just waltz into the Institute like you own the place (after you've gained access, of course). Dr. Li hangs out in the Advanced Systems division, and she's not hard to find. Just keep your eyes peeled for someone who looks like they know a LOT about nuclear reactors and stuff.
Actually, the joy of Fallout 4 is the journey, not the destination.
