You need to have 20 bees to unlock the Gummy Bee gate which leads to Gummy Bear! It's up on the Gummy Bee's platform in the 20 Bee Zone.

Just collect 20 bees and jump into the blue cannon in the 20 Bee Zone. Aim for the Gummy Bee platform, and you're there!
