To get to Mewtwo in Fire Red, first beat the Elite Four, then obtain the National Pokedex. Next, find the Ruby and Sapphire gemstones and give them to Celio at One Island. After that, Cerulean Cave opens up, where you can find Mewtwo!
As someone who’s done this about a dozen times, just beat the Elite Four, get the National Dex, and then pop over to Cerulean Cave. Easy peasy!
