Nope, can't do it. North Yankton's a mission-only place. You're out of luck if you want to casually stroll there in GTA 5 offline. Best enjoy the scenery during missions!
I did this once! Was a total trip seeing North Yankton outside of the missions. Felt like I was breaking the game, lol. Just follow the mission switch trick during 'Bury the Hatchet'. Totally works.
