First, you gotta do a No Mercy run (also known as Genocide). So, you need to kill everything in sight! Once you’ve eliminated every monster in each area, you’ll eventually face Sans. Good luck, you’ll need it.
Simple but twisted: do a Genocide run. Sans will be your final test after you’ve done enough... damage.
Just reset to do a Genocide route and keep killing everything. Eventually, you’ll meet Sans for that epic and brutal fight.
