As of now, Subnautica: Below Zero isn't in early access anymore since it fully released on May 14, 2021. But if you're still interested in how it was accessed early, back when it was in development, players could purchase the game on Steam to jump into early access. Check other game forums or official announcements for any future betas or similar opportunities!
