To get to the Artifact Room in Undertale, head to the Temmie Village in Waterfall. You'll need Dog Residue to keep generating more items, then sell those to Temmie to afford the Temmie Armor or pay for Temmie's college.

Artifact Room? Oh, you mean the room with the Dog Shrine! Bring the Annoying Dog there after you solve the piano puzzle near the statue in Waterfall. You'll find it right before you enter the crystal caverns.
