Pretty simple! From Hotland, head left to the elevator. Take it to the left floor 1 (L1) and go to the right. You'll find the River Person's boat there!

From Hotland, make your way to the elevator, select L1, and then walk to the right until you see the River Person.
Hot take: You don't NEED the boatman. Just travel on foot. (But yeah, L1 elevator to the right is faster.)
In my experience, the best way is to take the elevator to left floor 1 (L1) immediately. Just head right, and the boatman will be there waiting for you!
Just take the elevator to L1 from Hotland, walk right, and hop on the boat. Easy peasy!
