Once you break outta prison, head towards the town and look for the long tunnel. Follow the train tracks and you'll spot the criminal base near the waterfall. Stay sneaky!
It's super easy, trust me. Leave the prison and head straight to the mountains. The base is hidden in the middle of nowhere.
