Just grind through the story missions and strongholds. Once you conquer one, you're in Tier 2. Easy peasy!
It's simple: finish the first stronghold after hitting level 30. Boom, you're in Tier 2. Happy looting!
From personal experience, make sure you complete the District Union Arena stronghold. That's your ticket to getting to Tier 2!
