To get to Tier 5 in The Division 2, you need to complete all main missions and strongholds on World Tier 4. Then, reach a gear score of at least 450. Once that's done, tackle the Tidal Basin stronghold to unlock Tier 5!
Hit Tier 5 by grinding through strongholds on World Tier 4, then tackle the Tidal Basin stronghold.
I got to Tier 5 by running missions with friends and optimizing my gear. It's a grind but worth it!
