When you're in the Artisans, Toasty can be reached through the dragon head portal. Just get those 10 dragons first!

To access Toasty, the first boss level in Spyro Reignited, head to the Artisans Homeworld. Look for the dragons there to activate the portals and make sure you've freed at least ten dragons to unlock the level. Easy as pie!
