Honestly, you can't get to the full Xbox 360 dashboard on Xbox One, only the guide by pressing 'View' + 'Menu' in a 360 game.

Been doing this for years! All you gotta do is play a 360 game and press 'View' and 'Menu' buttons together to bring up the Xbox 360 guide.
